Eddie Sissons, CPM
Research Advisory Services, Inc., a Phoenix consulting firm since 1987, is pleased to announce the return of Eddie Sissons, CPM, to the firm. As an experienced Certified Public Manager, Ms. Sissons had been recruited to fill top management positions in several Arizona organizations. Her recent return to the family business expands our consulting presence in the areas of behavioral health, health policy and human services.
Eddie has extensive experience in health and human services policy. She has become a “must-ask” source for information and opinion about state budgets and about Arizona’s participation in the federal Affordable Care Act. She is a former Chief of Staff for the Arizona State Senate Majority Caucus who has also worked at the Department of Economic Security and in the Office of the Attorney General. She also directed a poverty law firm and worked in statewide community action and behavioral health agencies.
Since 2012, Eddie has received four prestigious awards for her skills and contributions: the YWCA Health & Science Leadership Award, Empowerment Systems Community Advocacy Award, the Emerge Arizona Emerging Star Award, and ASU’s Behavioral Health Legacy Award. Ms. Sissons was an invited participant in the 50th Anniversary Arizona Town Hall on Civic Engagement.
Eddie’s skills in problem solving and policy analysis and her knowledge of government add an exciting dimension to the firm’s advisory research capacity.
Eddie’s education includes Certified Public Manager credentials from the Advanced Public Executive Program at Arizona State University, 1991; a Master of Public Administration degree (1983) and a Bachelor of Science in Political Science degree (1976), both from ASU; and membership in Phi Beta Kappa, 1977.
Since founding Research Advisory Services (RAS) in 1987, Tony Sissons has provided a broad range of decision-support services to state agencies and local governments, private companies and non-profit organizations. He has a strong professional background in research methods, evaluation techniques, quantitative analysis, statistical inquiry, demography, and project management.
Since 1991, he has managed thirty-two election district redistricting processes for city and county governments in Arizona and California. All maps were pre-cleared on first submission by the U.S. Department of Justice, and none have been challenged in court.
His other specialty services include evaluation of public programs, social impact analysis, geographic information system (GIS) mapping and analysis, and design of demographic research studies.
Prior to starting RAS, Tony was a Planner in the Research Section of the City of Phoenix Planning Department, and served for two years as Director of Research and Evaluation for the Roosevelt School District in Phoenix.
His education includes a Master of Public Administration degree from Arizona State University (1981) and a Bachelor’s degree in City & Regional Planning from California Polytechnic State University in San Luis Obispo, California (1972). Tony’s memberships include the American Planning Association, the Arizona Planning Association and Local First Arizona. He also served two terms on the Arizona Governor’s Council on Workforce Policy.
